الملخص:

تُشكل هذه الدراسة الحلقة الرابعة والمحورية في مسار بحثي تراكمي يفكك أنماط هيمنة “الشمال العالمي” على “الجنوب”، حيث تركز على تشريح “الأوليغارشية المؤسساتية المالية” بوصفها أداة لترسيخ التبعية. وتكشف الدراسة، عبر تحليل نقدي لأدوار صندوق النقد والبنك الدوليين، كيف تُوظَّف هيكليات التصويت، وفخاخ المديونية، وسياسات التكيّف الهيكلي كآليات بنيوية لتقويض السيادة الاقتصادية لدول الجنوب ومصادرة قرارها التنموي المستقل. وبالاستناد إلى شواهد تجريبية، تُبرهن الدراسة على عدم حياد هذه المنظومة المالية، مؤكدةً حتمية صياغة مسارات تنموية بديلة تتجاوز الوصفات النيوليبرالية الجاهزة لضمان تحقيق أهداف التنمية المستدامة.

Abstract:
This study represents the fourth pivotal installment in a cumulative research trajectory aimed at dissecting the multi-layered patterns of structural hegemony exerted by the Global North over the Global South. Following the deconstruction of international trade imbalances, digital hegemony, and cognitive oligarchy in previous installments, this research provides an in-depth critical analysis of the “Institutional Financial Oligarchy” as a central apparatus for the reproduction of dependency and subjugation. The study illuminates the hidden dimensions and the often-overlooked negative roles of International Financial Institutions (specifically the IMF and the World Bank) and global debt regimes, arguing that they function not as neutral tools for economic stability, but as primary mechanisms for entrenching structural inequality;The research addresses this problematic through core thematic axes: it begins by deconstructing the structural asymmetry in voting architectures and the dialectic of conditional lending, proceeds to analyze external debt as an instrument of economic hegemony and debt traps, and culminates in a critique of Structural Adjustment Policies (SAPs) and their role in dismantling the “developmental state”. Drawing on empirical evidence, the study demonstrates how these intertwined mechanisms undermine the economic sovereignty of Global South nations, expropriate their capacity to formulate independent developmental policies, and directly obstruct the realization of Sustainable Development Goals (SDGs). Consequently, the research underscores the urgent necessity of adopting alternative developmental paradigms that transcend predetermined neoliberal prescriptions.
