الأوليغارشية المعرفية والهيمنة الأكاديمية (جيوبوليتيكا البنى اللامتكافئة لإنتاج المعرفة وعلاقات القوة الأكاديمية العالمية)

الملخص:
تمثل هذه الدراسة حلقة محورية في مسار بحثي تراكمي يسعى إلى تشريح أنماط الهيمنة البنيوية المتعددة المستويات التي يمارسها عالم الشمال على فضاءات الجنوب العالمي، فبعد أن كشفت الحلقة البحثية الأولى عن الاختلالات الهيكلية العميقة في منظومة التجارة الدولية وما تُفرزه من تراتبيات اقتصادية مُكرِّسة للتبعية، وبعد أن فكّكت الحلقة الثانية آليات الهيمنة الرقمية وصعود الأوليغارشية التقنية وما تنطوي عليه من إعادة إنتاج للسيطرة الثقافية والمعلوماتية في العصر الرقمي؛ تنتقل هذه الدراسة إلى استكشاف أعمق مستويات السلطة وأشدها ديمومة: الأوليغارشية المعرفية والهيمنة الأكاديمية؛ إذ يُحاجج البحث بأن المعرفة الأكاديمية، التي يُفترض فيها أن تكون مشاعاً إنسانياً عالمياً، قد تحوّلت في ظل النظام العالمي المعاصر إلى حقل مُهيكَل بعلاقات قوة لامتناظرة، تعمل فيه آليات احتكارية متشابكة على تكريس التبعية الإبستمولوجية لمجتمعات الجنوب، ومن خلال تحليل نقدي متعدد الطبقات، تستكشف الدراسة كيف تتشابك ثلاث منظومات هيمنة مركزية: احتكار إنتاج المعرفة وإقصاء المنظومات الإبستمولوجية البديلة، وتحويل التصنيفات الأكاديمية من أدوات قياس إلى تقنيات حوكمة وضبط، ثم السيطرة على اقتصاديات النشر وبرامج الشراكة البحثية، لتُنتج في مجموعها نظاماً معرفياً عالمياً لامتكافئاً يُعيد إنتاج “الاستعمار المعرفي” (Epistemic Colonialism) في صيغته المعاصرة؛ حيث تكشف الدراسة أن هذه الهيمنة لا تقتصر على البعد الاقتصادي أو المؤسسي، بل تطال الأطر المفاهيمية والمناهج البحثية ومعايير الصلاحية العلمية ذاتها، مُحوّلة إياها إلى أدوات لما أسماه بيير بورديو “العنف الرمزي”، وتُمارَس السلطة بموافقة ضمنية من الخاضعين لها، الذين يستدمجون معاييرها دون وعي نقدي كافٍ بطبيعتها الإقصائية؛ وبهذا تتحول الجامعات ومراكز البحث في عالم الجنوب النامي من فضاءات يُفترض أن تُنتج معرفة منبثقة من سياقاتها وتستجيب لتحدياتها، إلى عُقَد طرفية في شبكة معرفية عالمية تُدار من المركز وتخدم أولوياته.

Abstract:
This study represents a pivotal link in a cumulative research path that seeks to dissect the multi-level structural hegemony patterns exercised by the Global North over the spaces of the Global South. After the first research link revealed the deep structural imbalances in the international trade system and the economic hierarchies it produces that perpetuate dependency, and after the second link deconstructed the mechanisms of digital hegemony and the rise of the technological oligarchy and what it entails in terms of reproducing cultural and informational control in the digital age, this study moves to explore the deepest and most enduring levels of power: the cognitive oligarchy and academic hegemony. The research argues that academic knowledge, which is supposed to be a universal human commons, has been transformed under the contemporary world order into a field structured with asymmetric power relations, in which intertwined monopolistic mechanisms work to perpetuate the epistemological dependency of Southern societies. Through a multi-layered critical analysis, the study explores how three central hegemonic systems intertwine: the monopoly of knowledge production and the exclusion of alternative epistemological systems, the transformation of academic classifications from measurement tools into governance and control techniques, and the control of publishing economics and research partnership programs, to collectively produce an unequal global knowledge system that reproduces “epistemic colonialism” in its contemporary form. The study reveals that this hegemony is not limited to the economic or institutional dimension, but extends to conceptual frameworks, research methodologies, and the very standards of scientific validity, transforming them into tools of what Pierre Bourdieu termed “symbolic violence.” Power is exercised with the tacit consent of those subjected to it, who internalize its standards without sufficient critical awareness of their exclusionary nature. Thus, universities and research centers in the developing world are transformed from spaces meant to produce knowledge emanating from their contexts and responding to their challenges, into peripheral nodes in a global knowledge network managed from the center and serving its priorities.
