الملخص :

بات من الواضح أن الأمن القومي لأية دولة في عالمنا المعاصر يشكل قضية محورية في قمة هرم الأولويات الاستراتيجية، وذلك تبعاً لخصائص الأداء الذي تقوم به الدولة في البيئة الاستراتيجية وعلى الصعيدين الإقليمي والدولي. فإن لكل دولة استراتيجية شاملة تستند إلى مجالات معينة تحدد فيها طبيعة التهديدات والمخاطر، وكيفية التعامل مع هذه المخاطر بما يخدم المصالح الوطنية العليا، وبالتالي ضمان الأمن القومي بكافة أبعاده (السياسية، والاقتصادية، والاجتماعية، والعسكرية) وجعله الأساس في حركتها داخل مجتمعها أولاً، ومع محيطها الإقليمي ثانياً، وتفاعلاتها في المنظومة الدولية ثالثاً. إذ يتمحور دور الاستراتيجية في صياغة وتحقيق الأمن القومي للدولة، فهي الوسيلة التي تمكن الدولة من تحديد أهدافها الوطنية وتشخيص الفرص والتحديات، مما ينعكس بشكل إيجابي على فاعلية الدولة في الساحة الدولية. إلى جانب ذلك، تُعدّ الاستراتيجية عنصراً أساسياً في الحفاظ على استقرار الدولة وتعزيز أمنها من خلال تنظيم وتوجيه مواردها وقواها بشكل فعال للتعامل مع التحديات الأمنية.

Abstract

It has become clear that the national security of any country in our contemporary world constitutes a pivotal issue at the top of the pyramid of strategic priorities, according to the characteristics of the country’s performance in the strategic environment and at the regional and international levels. Every country has a comprehensive strategy based on specific areas in which it determines the nature of threats and risks, and how to deal with these risks in a way that serves supreme national interests. This guarantees national security in all its dimensions (political, economic, social, and military) and makes it the basis for its movement within its society first, its regional environment second, and its interactions in the international system third. Therefore, the role of strategy revolves around formulating and achieving the national security of the country. It is the means that enables the country to define its national goals and identify opportunities and challenges, which reflects positively on the effectiveness of the country in the international arena. In addition, strategy is considered an essential element in maintaining the stability of the country and enhancing its security by effectively organizing and directing its resources and forces to deal with security challenges.
