الملخص:

تتناول هذه المساهمة البحثية تفكيكًا معرفيًا متعدد الأبعاد للمنظومة التجارية العالمية المعاصرة، متجاوزة التحليلات التقليدية لتستكشف الأنساق العميقة التي تشكّل العمارة الهيكلية لما يمكن تسميته بـ(الجغرافيا السياسية للتبادل اللامتكافئ)،إذ أن هذا التحليل يتخذ من المنظور النقدي للاقتصاد السياسي الدولي إطاراً مرجعياً لفهم التشابكات المعقدة بين مراكز القوة الرأسمالية في الشمال الصناعي، والأطراف المهمشة في الجنوب العالمي، إذ يكشف التحليل المُعمّق عن بنية هرمية مُحكمة تتجذر في الإرث الكولونيالي وتتجدد عبر آليات (النيوليبرالية المُعولمة)، حيث تُعيد إنتاج نفسها من خلال مصفوفة مُتشابكة من الترتيبات المؤسسية والأطر التنظيمية، التي تبدو في ظاهرها محايدة بينما تكرس في جوهرها عدم التماثل البنيوي في توزيع القوة والثروة والفرص التنموية من خلال الميكانيزمات الثلاثية للإخضاع الاقتصادي المتمثلة في (ديالكتيك التبادل اللامتكافئ، ونزيف القيمة المُضافة، والاستخراجية الجديدة، والكلفة الإيكولوجية المُستترة، وهيمنة رأس المال العابر للقارات، وتفتيت سلاسل القيمة المضافة)

Abstract:

This research contribution offers a multidimensional epistemological deconstruction of the contemporary global trading system, moving beyond traditional analyses to explore the deep-rooted patterns that constitute the structural framework of what might be termed the “geopolitics of unequal exchange.” This analysis adopts the critical perspective of international political economy as a frame of reference for understanding the complex entanglements between the centers of capitalist power in the industrialized North and the marginalized peripheries of the Global South. The in-depth analysis reveals a tightly controlled hierarchical structure rooted in the colonial legacy and renewed through the mechanisms of “globalized neoliberalism.” This structure reproduces itself through a complex matrix of institutional arrangements and regulatory frameworks that appear neutral on the surface, while at their core they perpetuate structural asymmetry in the distribution of power, wealth, and development opportunities. This is achieved through three mechanisms of economic subjugation: the dialectic of unequal exchange and value depletion; neo-extraction and its hidden environmental costs; and the dominance of transnational capital and the fragmentation of value chains.
